eFAWATEERcom for businesses in Jordan: what it is and who runs it
eFAWATEERcom for businesses in Jordan means collecting from customers through the national electronic bill presentment and payment system: your company joins as a biller, and customers find your bill in their banking app, an e-wallet, the eFAWATEERcom app, at an ATM or at a payment agent, see the amount due and pay it. According to eFAWATEERcom's About page, the system is owned by JoPACC, supervised by the Central Bank of Jordan and operated by MadfoatCom. Its timeline says the Central Bank gave MadfoatCom the mandate in 2013, the system went live in 2014 with 12 billers, and more than 650 billers had joined by 2025.
What sets it apart from a bank transfer is the order of events. The customer doesn't type your IBAN, and the amount due comes from your bill, not from the customer. Under the Central Bank's regulatory framework for the system (Arabic PDF), the paying bank first looks the bill up in eFAWATEERcom, shows its value and any commission the customer pays, and only then takes the payment. The system then sends you an electronic notice that the bill is paid, so nobody needs to send you a screenshot.
The same framework lists four kinds of bills and payments the system handles:
- Recurring bills, such as water, electricity, phone and property tax.
- One-off bills, such as customs fees and traffic fines.
- Payments the customer starts that are not in your records yet, such as buying an insurance policy or a prepaid service.
- E-commerce payments.
For a private business, that covers school and university fees, club and gym memberships, service contracts, rent and instalments, insurance premiums and online orders.
One point that trips up many owners: eFAWATEERcom collects money; it does not issue your tax invoice. The invoice still goes to JoFotara, the national e-invoicing system, as our JoFotara e-invoicing guide explains. The two meet in your accounting system, which is what the reconciliation section below is about.
How to become an eFAWATEERcom biller: eligibility, settlement bank and connection
To become an eFAWATEERcom biller, start with the Become a Biller form on the official site. It asks for your name, email, phone, sector, position and company name, and MadfoatCom's business team follows up. The sector list runs from education, trading and services to insurance, medical services, associations and charities, so most private businesses fit somewhere.
The rules behind the form are in the Central Bank's eFAWATEERcom instructions (Arabic PDF; the version on the Central Bank's site as of November 2026 was last amended in 2016). A biller must:
- Be a public body, or an entity registered and licensed by the competent authorities.
- Sign the subscription contract on the Central Bank's approved forms, name its settlement bank, and report any change to its details in writing.
- Provide and maintain, at its own cost, the infrastructure and connection to the system, and name experienced technical contacts.
- Run the approved tests with the system to show it is ready.
The settlement bank is the bank you choose to receive your net collections, and the contract names the account that payments are credited to. There are two ways to connect. Directly: you feed the system each bill's data, including the minimum and maximum accepted and whether partial payment is allowed, post each payment in your system automatically when the system's notice arrives, and reconcile daily. Or through a cloud computing service provider approved by the Central Bank, which takes on those duties; this route needs the Central Bank's prior approval.
Settle these questions before you apply:
- Which account receives collections, and at which bank.
- What the customer types: an invoice number or a customer number.
- Fixed amounts, or partial payments within a minimum and a maximum.
- Who pays the commission: you or your customer.
- A direct connection or a provider, and who owns it on your side.
- Your refund rule, since eFAWATEERcom payments cannot be reversed.
How customers pay and what it costs them, as of November 2026
Customers can pay an eFAWATEERcom bill in the eFAWATEERcom app and website, Jordanian banks' apps, e-wallet apps, ATMs and DirectPay, or in person: cash or card at MadfoatCom agents, and cash at bank tellers and kiosks.
According to eFAWATEERcom's FAQs, the fee comes in two stages: the eFAWATEERcom service fee is added to the amount, then the payment method fee. The service fee is paid by the customer or covered by the biller, depending on the service; electricity and water companies, for example, cover it. It always shows on the bill summary before the customer confirms. The Central Bank sets the commission policy, and its instructions bar banks and payment providers from charging customers anything extra.
Payment method fees in the eFAWATEERcom app, website and payment points, as of November 2026:
- Jordanian bank account or MadPay wallet: no fee.
- Local card: JOD 0.10 plus 1% of the amount.
- Non-local card: JOD 0.10 plus 3%.
- PayPal: an exchange-rate difference plus 3.5%.
- Agents, exchange offices, post offices and kiosks: JOD 0.25 under JOD 500, JOD 0.50 from 500 to under 1,000, JOD 1 from 1,000.
- Bank tellers: JOD 1 for any amount.
Cash has a ceiling per payment, fees included: JOD 5,000 at agents and MadfoatCom tellers, JOD 50,000 at exchange offices, no limit at banks. The cash fee is worked out on the full amount due, even if the customer pays less.
A worked example, for a JOD 180 monthly fee before any service fee you pass on: JOD 0 from a bank account in the app, JOD 1.90 by local card, JOD 5.50 for a parent abroad with a foreign card, JOD 0.25 in cash at an agent. A JOD 7,500 invoice paid in cash has to go to an exchange office or a bank.
Finally, eFAWATEERcom says payments go through instantly and cannot be reversed; duplicates follow each biller's own procedure, often a credit on the customer's account with the biller. Write yours down before go-live.
Settlement and reconciliation: from eFAWATEERcom to Odoo 20
Under the Central Bank's instructions, money paid through eFAWATEERcom is yours to collect on the day of payment if it is paid during the Central Bank's working hours and before the settlement cut-off; anything paid later is collected the next working day. Settlement runs through RTGS-JO, the Central Bank's real-time gross settlement system. Under the framework, your settlement bank credits each payment to your account and, where you bear the commission, debits it as a separate entry. It must also give you a statement of all payments and commissions for the day and for any period you ask for. The system sends you a notice for each payment and a daily reconciliation file, and you are required to reconcile them with your own records.
In Odoo 20 that becomes a short routine:
- One bank journal for the settlement account. Import its statement as CAMT.053, CSV, XLSX, OFX or QIF if your bank has no direct connection.
- If customers type the invoice number and your bank's statement line carries it, Odoo matches on its own: it compares each transaction's label with the invoice Number, Customer Reference and Payment Reference.
- If they type a customer number, add a reconciliation model whose Label condition (Contains or Match Regex) sets the right partner; Odoo then matches on amount.
- For commission lines, create an automated model with your bank's commission wording and a fees account. The built-in Bank Fees model only catches labels containing “Bank Fees”, per Odoo's reconciliation models documentation.
- If your bank credits one lump sum, register the day's payments from the reconciliation file, group them in a batch payment and match the bank line with the Batches button.
- A short payment leaves the rest of the invoice open, which suits partial payments.
A field map for your import template:
- Payment date → Date
- Billing number and eFAWATEERcom payment reference → Label, which Odoo compares with the invoice Number, Customer Reference and Payment Reference
- Amount paid → Amount
- Commission → a separate line, reconciled to the fees account
eFAWATEERcom or CliQ? A decision checklist and a launch plan
eFAWATEERcom suits businesses that bill many customers on a schedule; CliQ suits businesses that collect fewer, larger or one-off amounts and want money in the account without an onboarding project. A quick test:
- Choose eFAWATEERcom if you send recurring bills to hundreds of customers, if customers pay in cash at agents or exchange offices, if you need fixed amounts or controlled partial payments, or if you want your bill to appear in customers' banking apps.
- Choose CliQ if you have a few dozen B2B invoices a month, amounts change from deal to deal, customers already pay by bank transfer, or you need to start right away. Our CliQ guide for Jordanian businesses covers fees, limits and matching.
- Use both if you are a school or subscription business that also sells one-off services: eFAWATEERcom for the schedule, CliQ for the rest, both in one Odoo routine.
A launch plan in four steps:
- Decide the billing number, the amount rules and who pays the commission, and pick the settlement account.
- Apply through the Become a Biller form, and ask MadfoatCom for the contract, the commission for your service and the connection options.
- Prepare Odoo: payment references on invoices, a bank journal, reconciliation models for commission lines and repeat payers, and a test import.
- After go-live, tell customers how to pay. A message you can copy: “Pay invoice [number] for JOD [amount] through eFAWATEERcom: open your bank app or the eFAWATEERcom app, choose [category], then [company name as listed], then [service], and enter billing number [number]. Any fee shows before you confirm.”
If you track one number in the first month, make it the share of eFAWATEERcom payments Odoo matched without a manual click.
METCH, an official Odoo partner serving Jordan, can set up the Odoo side: payment references, bank journals, statement imports and reconciliation models, so each eFAWATEERcom collection finds its invoice. Start with our short Odoo questionnaire.
Frequently asked questions
How do I register my company as a biller on eFAWATEERcom?
Fill in the Become a Biller form on efawateercom.jo, and MadfoatCom's business team follows up. Under the Central Bank of Jordan's eFAWATEERcom instructions, a biller must be a public body or a registered and licensed entity, sign the subscription contract on approved forms, name a settlement bank, provide its connection to the system and run the approved tests. You can also connect through a cloud service provider approved by the Central Bank, with the Central Bank's prior approval.
Who pays the eFAWATEERcom fee, the customer or the business?
Either, depending on the service: the service fee is paid by the customer or covered by the biller, and when the biller pays, its contract states the amount or percentage. Customers may also pay a payment method fee, which as of November 2026 is nothing from a Jordanian bank account or MadPay wallet in the eFAWATEERcom app, JOD 0.10 plus 1% by local card, and JOD 0.25 to JOD 1 in cash at agents. Every fee shows before the customer confirms.
When does money paid through eFAWATEERcom reach my bank account?
Under the Central Bank of Jordan's eFAWATEERcom instructions, you are entitled to the money on the day of payment if the customer pays during the Central Bank's working hours and before the settlement cut-off, and on the next working day otherwise. Settlement runs through RTGS-JO, and your settlement bank credits each payment and debits any commission you bear as a separate entry. When the credit shows in your account depends on your bank, so ask it for its exact cut-off time and statement format.
Is eFAWATEERcom the same as JoFotara?
No. eFAWATEERcom is the bill presentment and payment system supervised by the Central Bank of Jordan, where customers find and pay your bills. JoFotara is the national e-invoicing system run by the Income and Sales Tax Department, where your tax invoices are recorded. A business that collects through eFAWATEERcom still issues its invoices through JoFotara, and the two meet in your accounting system when you reconcile payments against invoices.
