WhatsApp Business for Sales in Jordan: A 2027 Playbook in 5 Steps
WhatsApp Business for sales in Jordan, as of November 2026: app or API, the 24-hour window and Meta's new fees, opt-in under Law No. 24 of 2023, templates in JOD and a CRM routine.

Step 1: WhatsApp Business app or Business Platform? Choose by team, not habit
Many Jordanian sales teams start with WhatsApp Business on one showroom phone and keep it long after it stops fitting. The right choice depends on how many people sell and how often you message customers first.
Meta offers two different products:
- WhatsApp Business app: free to download, on one phone and the devices linked to it. You get a business profile, a product showcase with prices, greeting and away messages, labels and saved quick replies for the answers you repeat. Meta does not bill messages sent from the app, but every chat stays on that phone, not in your CRM.
- WhatsApp Business Platform (the API): your number connected to software such as a CRM or Odoo, so several people answer from one shared inbox. Anything sent outside the 24-hour window must be a template Meta has approved, and Meta charges per delivered template message, plus service replies beyond a monthly free allowance (see Step 2).
Move to the Platform when any of these is true:
- More than two people answer the same number, and nobody knows who promised what.
- A salesperson leaves and the customer history leaves with their phone.
- You want quote, delivery and payment messages sent by the system, not typed by hand.
- Your manager asks how many WhatsApp inquiries became orders, and nobody can answer.
Stay on the app if one or two people handle every chat and customers start most conversations. A small furniture workshop in Madaba quoting a JOD 650 sofa to walk-in customers does not need an API.
One catch: Meta's Coexistence option keeps the Business app working on the same number after it joins the Platform, but onboarding runs through a Meta Solution Partner or Tech Provider, and some app features, such as broadcast lists, switch off. Odoo's own WhatsApp app does not accept Business app accounts, so agree the route with your provider before moving the number customers know.
Step 2: Templates, the 24-hour window and what Meta charges (November 2026)
On the Platform, one rule shapes every sales chat: a customer's message opens a 24-hour customer service window, and each new message restarts it. Inside it, your team replies freely; outside it, you can only send templates Meta has approved.
Every template carries one of three categories, and the category sets the price:
- Marketing: promotions or information about your business, products or services.
- Utility: a specific transaction, order, account or customer request, such as a quote, a delivery slot or a payment reminder.
- Authentication: one-time passwords.
A "your quote is ready" message stuffed with a discount is marketing: Meta reclassifies a utility template with promotional content as marketing and prices it that way, and repeated miscategorisation can bring limits on your utility messages. Meta's template rules say review can take up to 24 hours, and templates that draw negative feedback or low read rates can be paused or disabled.
What it costs, as of November 2026, per Meta's pricing page:
- Since 1 July 2025, Meta has charged per message, and only for messages delivered; template prices depend on the category and the customer's country. Jordan is priced in the Rest of Middle East region.
- Since 1 October 2026, each business number gets 1,000 free service messages a month (ordinary replies inside the window), charged from the 1,001st. Utility templates sent inside an open window are now charged too.
- With no payment method on the account, Meta stops delivering service messages once the free tier is used.
- When a customer writes from a Click-to-WhatsApp ad on WhatsApp's Android or iOS app and you reply inside the window, a free entry point window of up to 7 days opens, with no charge for messages in it.
Three utility templates to copy:
- Quote: Hello {{1}}, your quotation {{2}} for JOD {{3}} including 16% sales tax is ready and valid until {{4}}. Reply here with any question.
- Delivery: Hello {{1}}, order {{2}} will reach you on {{3}} between {{4}}. Reply here to change the time.
- Payment: Hello {{1}}, invoice {{2}} for JOD {{3}} is due on {{4}}. Reply here once you have paid.
Step 3: Opt-in and Jordan's Personal Data Protection Law No. 24 of 2023
Two sets of rules decide whom you may message, and you need both.
Meta's rules: the WhatsApp Business Messaging Policy lets you contact people only if they gave you their number and opted in, and you must respect every request to stop, on WhatsApp or off it. Meta's opt-in guidance asks you to name your business and say clearly what the person is opting in to; a website form, SMS, a call or a paper form all work, ideally with separate opt-in per message category.
Jordan's law: the Personal Data Protection Law No. 24 of 2023 was published in the Official Gazette on 17 September 2023 and took effect on 17 March 2024. The Ministry of Digital Economy and Entrepreneurship says the period to regularise ended on 16 March 2025, so compliance has been expected since 17 March 2025. For sales teams:
- Prior consent must be explicit and documented, in writing or electronically, specific about purpose and duration, and requested in clear, simple language (Article 5).
- Customers have the right to withdraw consent, and using their rights cannot carry financial or contractual consequences (Article 4).
- Before processing, tell people what data you hold, why, for how long and who else processes it (Article 9).
- Never pass a lead list to a distributor for its marketing without the customers' consent (Article 14).
- The law counts data on a person's financial position as sensitive, so think twice before sending an individual's balance in a chat.
Penalties: after an unheeded warning, the Personal Data Protection Council can fine up to JOD 500 a day while the breach continues, capped at 3% of the previous year's revenue, and courts can fine JOD 1,000 to 10,000, doubled for repeat offences. The law leaves detailed consent conditions to bylaws (Article 24), and in 2025 the Cabinet approved a regulation on data subject rights, so ask the ministry or your lawyer which bylaws apply to you.
Keep a consent record for every contact: name, number, date, channel, the exact wording shown, categories accepted (utility, marketing) and the date of any withdrawal.
Step 4: Verification, messaging limits and reply habits that protect your number
A Platform number is only as useful as its standing with Meta and with your customers. Set it up properly once:
- Complete Meta's business verification for your business portfolio and get your display name approved.
- Turn on two-step verification for the number, and keep it on a company-owned SIM, never a salesperson's personal line.
- Fill in the business profile with customer support contact details, as Meta's policy requires, add your working hours, and keep it all current.
- After 30 days on the Platform, apply for an Official Business Account: verified businesses that meet Meta's criteria get a blue checkmark beside their name.
Messaging limits cap how many different customers you can message outside the window in a rolling 24 hours. A new business portfolio starts at 250, shared by every number in it. Business verification is one path to 2,000, and Meta's messaging limits page explains the automatic steps to 10,000, 100,000 and unlimited, which depend on message quality and on using at least half your current limit over the last 7 days. Meta's opt-in guidance lists blocks and reports among its quality concerns, and warns that a business whose quality stays low for a sustained period gets rate-limited.
Habits that protect both, on the app or the Platform:
- Publish your working hours, and set an away message for the days and evenings you are closed, such as Friday.
- Set a first-reply target your team can actually meet, and measure it weekly.
- Save quick replies for prices, delivery inside and outside Amman, payment methods and returns; our AI prompts guide has a prompt that drafts eight of them.
- Confirm totals in writing: JOD 1,000 plus 16% sales tax is JOD 1,160, not "around a thousand".
- Give every chat one owner, and hand it to a named colleague when they are away, never to silence.
- If a bot answers first, offer a clear route to a person, as Meta's policy requires.
Step 5: Log every WhatsApp deal in the CRM, and how Odoo connects
A WhatsApp deal that is not in the CRM does not exist for forecasts, follow-ups or handovers. Whatever tool you use, log the same five things:
- Source: one UTM medium called WhatsApp, so reports compare it with the website, email and exhibitions.
- The opportunity: customer, products, expected value in JOD and stage.
- Consent: date, channel and categories accepted, on the contact.
- Every quote sent, with its number, amount and validity date.
- The next activity, with a date and an owner, before the chat goes quiet.
Our Odoo CRM guide for Jordan shows how to set up sources, sales teams and activities.
Odoo connects to WhatsApp in two ways. The first is Odoo's own WhatsApp app. According to Odoo's WhatsApp documentation, it:
- Is Enterprise-only and does not work in Community.
- Works only with WhatsApp Business Platform accounts, not personal or Business app accounts.
- Sends Meta-approved templates with placeholders, each linked to an Odoo model through its Applies to field, such as quotations in Sales.
- Runs conversations in the Discuss app: if a customer answers a template within 15 days, a chat window opens, and messages to your public number open a group chat with the operators responsible for the channel.
The second is a third-party connector from the Odoo Apps Store, where several list CRM features such as messaging leads and opportunities from the CRM. Check which Odoo version it supports, who maintains it and where your conversations are stored.
Your next step this week: count the WhatsApp chats your team handled in the last seven days, and how many became an opportunity in the CRM. If the gap is wide, METCH, an official Odoo partner serving Jordan, can set up Odoo CRM with WhatsApp, prepare your first templates for Meta's review and train your team. Start your Odoo project.
Frequently asked questions
Is WhatsApp Business free for companies in Jordan?
The WhatsApp Business app is free to download, and Meta does not bill the messages you send from it. The WhatsApp Business Platform (API) is paid: as of November 2026, Meta charges per delivered template message by category, and prices Jordan in its Rest of Middle East region. Since 1 October 2026 each business number also gets 1,000 free service messages a month, after which replies inside the 24-hour window are charged too. Check Meta's rate card for current prices, and add your provider or CRM costs on top.
What is the 24-hour rule on WhatsApp Business?
It is the customer service window on the WhatsApp Business Platform: when a customer messages your business number, you can reply with ordinary free-form messages for 24 hours, and each new message from them restarts the clock. Once it closes, the Platform only lets you send templates Meta has approved, such as a quote or a payment reminder. The window decides what you may send, not how fast you must reply.
Do I need customer consent to send WhatsApp marketing messages in Jordan?
Yes. Meta's Business Messaging Policy requires opt-in before you message anyone, and Jordan's Personal Data Protection Law No. 24 of 2023, in force since 17 March 2024, requires prior consent that is explicit, documented and specific about purpose and duration, unless one of the law's exceptions applies. Record when, where and how each customer agreed, stop as soon as they ask, and check your specific case with a lawyer.
Does Odoo integrate with WhatsApp?
Yes. Odoo Enterprise includes a WhatsApp app that connects to a WhatsApp Business Platform account, sends Meta-approved templates from records such as Sales quotations, and handles replies in the Discuss app. It does not work in Odoo Community or with the WhatsApp Business app, so Community users rely on third-party connectors from the Odoo Apps Store. Either way, you need a Meta business account and an approved template for every message sent outside the 24-hour window.
