Odoo Community vs Enterprise in Jordan: JoFotara, Sales Tax and Payroll

Odoo Community is free in Jordan, JoFotara connector included. Bank reconciliation, the sales tax return screen and Social Security payroll are Enterprise, though One App Free gives Enterprise Accounting at no cost. Here is who each edition suits.

JoFotara works on free Odoo: what that does and does not mean

Short answer for Jordan: yes, free Odoo can send your invoices to JoFotara. Odoo Community, the free open-source edition you host yourself, ships the Jordanian chart of accounts and taxes (l10n_jo), the JoFotara connector (l10n_jo_edi) and JoFotara for the point of sale (l10n_jo_edi_pos), all under LGPL-3 in Odoo 19 and 20. Odoo Enterprise is the paid subscription that adds apps such as full Accounting, Payroll and Barcode, plus Odoo's upgrades, support and, if you want it, hosting.

What that means, and what it does not:

  • Invoices, credit notes, debit notes and POS orders reach JoFotara with no licence fee.
  • Bank reconciliation, the sales tax return screen and payroll are not included; they are Enterprise.
  • Running costs remain: the server, its administrator, the implementation and the upgrades.

On licences: Community's LGPLv3 has no fee, user limit or expiry, but runs only on a server you control, never on Odoo Online or Odoo.sh. Enterprise may only be used with a valid subscription for the correct number of users, and the licence is revoked when the subscription ends.

A second free route: One App Free on Odoo Online gives one app, plus the apps it depends on, to unlimited users at no charge. It is hosted Enterprise, not Community. A micro-business that picks Accounting gets Enterprise bank reconciliation and the GST Return screen free, with the Jordanian localization and JoFotara installed alongside. Localization modules are not apps and should not count as a second one; confirm it on your database. A second app means a paid plan.

JoFotara and the 16% sales tax in Community: what works and where it stops

A Community database in Amman can send invoices to JoFotara from day one. Since Community has Invoicing, not Accounting, the settings sit under Invoicing, Configuration, Settings, Electronic Invoicing (Jordan): the Activity Number, Secret Key and Client ID from ISTD's joining and linking manuals, plus your Taxpayer Type. Posted invoices and notes then go out from Send as UBL 2.1 and come back with a QR code.

Our go-live checks:

  • Company: currency JOD, and the exact name registered with ISTD.
  • Invoice Type: Local or Export follows the customer's country. Transit, Foreign Trade and Free Zone Transfer are set by hand and need the taxpayer type Registered in the sales tax.
  • Before sending: digit-only Tax IDs, a payment method, exactly one tax per line if registered in the sales tax (two under the special tax), and per-line percentage discounts only.
  • Credit notes: made via Reversal of, in the invoice's currency, with the return reason in Customer Reference.

The gap shows up at filing time. l10n_jo ships the full GST Return, from purchases and imports to 16%, 10% and 4% sales, exempt sales and the net payable or claimable, but only Enterprise Accounting displays it. On Community, in developer mode, give your accountant Show Full Accounting Features and group Journal Items by Tax Grid: each grid is a return line, so 6a_b and 6a_t are the base and tax of 16% sales. Sales show as negative balances, and the 10% and 4% taxes ship archived. Or add OCA's account_tax_balance on 19.0. Check either output against the filed return.

Payroll and Social Security: the gap that decides the edition in Jordan

Most Community gaps have a workaround. Payroll usually does not, because Odoo's Jordan payroll localization (l10n_jo_hr_payroll) is built on the Payroll app, which is Enterprise-only. On Enterprise it handles:

  • Income tax on progressive brackets, with the Non-resident and Has Dependants boxes on each employee driving exemptions.
  • Employee and employer Social Security shares on a capped base, with rates and cap held in Rule Parameters that Odoo updates each calendar year.
  • Monthly end-of-service and leave provisions, plus journal entries through l10n_jo_hr_payroll_account.

On Community, payroll lives outside Odoo. Each month a spreadsheet or separate program works out tax withholding and both Social Security shares, and your accountant posts the totals by hand. OCA's generic payroll module for 19.0 helps only if someone builds and maintains the Jordanian rules.

One caveat on Enterprise: Odoo's documentation says its social insurance rules apply only to Jordanian employees, while the Social Security Corporation also enrols non-Jordanian workers. A QIZ garment line staffed largely by migrant workers needs extra salary rules, tested before the first payroll. That factory, like a Zarqa distributor scanning pallets, will also want Barcode, Quality or the Shop Floor, all Enterprise.

Our advice if you are weighing Odoo 20: on 17 October 2026, OCA's 20.0 branches for reconciliation, financial reporting and payroll held only an initial commit, web_responsive had not been ported and mis_builder was marked not installable. For Community, 19.0 is the realistic version for now.

Before a Jordanian Community server holds real invoices

Community runs only on a server you control, whether in a Jordanian data centre, with a cloud provider or in your office. Our checklist before it holds real invoices:

  • Linux in production. The Windows installer suits a trial, but multi-worker mode does not run on Windows.
  • Odoo 19, our usual Community pick, needs Python 3.10 and PostgreSQL 13 or later; Odoo 20 needs 3.12 and 16.
  • Disable the database manager (list_db = False) on any internet-facing server, serve Odoo behind an HTTPS proxy and apply security fixes yourself. Odoo sends its advisories privately to Enterprise customers at least two weeks before publishing them; a Community server learns of a fix only when it goes public.
  • Back up the database and filestore daily to a server the Odoo machine cannot reach.
  • Run odoo-bin neutralize on every copy of production. It replaces the JoFotara Secret Key and Client ID with dummy values; a raw restore keeps the live keys, so test invoices become real submissions to ISTD.

Then the upgrade bill. Each major version gets three years of standard support, the only period with security fixes; after that, Enterprise customers on-premise or on Odoo.sh can buy extended support. Enterprise includes Odoo's upgrade service. Community relies on the OCA's OpenUpgrade, whose 18.0 to 19.0 table, updated on 21 September 2026, still gives no status for l10n_jo or l10n_jo_edi. Budget for a developer or partner to carry your Jordanian modules and JoFotara records through each upgrade.

An Irbid shop, an Amman importer, a QIZ factory: which edition for each

Five Jordanian profiles, and the edition that fits each:

  • A shop or café in Irbid on Point of Sale and Invoicing, with an IT provider able to run a Linux server: Community can work, JoFotara for POS orders included. Agree in writing who owns backups and upgrades.
  • An Amman trading or import company with 5 to 30 users, no IT staff and an accountant who reconciles banks and prepares the sales tax return: Enterprise on Odoo Online. The subscription covers reconciliation, reports, hosting and upgrades.
  • A QIZ manufacturer paying hundreds of workers through Social Security: Enterprise, for Payroll, Quality and the Shop Floor, plus extra, tested salary rules for non-Jordanian workers.
  • An NGO with in-house developers and a rule that data stays on its own servers: Community on-premise is viable if Invoicing plus OCA reports satisfy donors' auditors. If not, Enterprise also runs on-premise under the Custom plan.
  • A handful of invoices a month and no stock or staff: ISTD's own JoFotara portal, or One App Free with Accounting on Odoo Online, may be enough. A self-hosted Community server is not worth the setup yet.

An honest note: Odoo's pricing page lists support in English, French, Spanish and Dutch, so Arabic help comes from your partner in either edition.

Frequently asked questions

What is the difference between Odoo Community and Enterprise?

Community is the free, open-source core under LGPLv3: Invoicing, CRM, Sales, Purchase, Inventory, Manufacturing, Point of Sale, Website and the JoFotara connector, hosted by you, with no expiry. Enterprise is a per-user subscription that adds full Accounting with bank reconciliation and reports, Payroll, Barcode, Quality, Helpdesk, Studio and the store mobile apps, plus Odoo's upgrades and support. When the subscription ends, the Enterprise licence is revoked, and at renewal a price below list can rise by up to 7% a year.

Is there free Odoo accounting that works with JoFotara?

Yes, two ways. On Odoo Online, One App Free with Accounting as your only app is free for unlimited users and includes Enterprise bank reconciliation and the GST Return screen, with the Jordanian localization and JoFotara alongside. On your own server, Community's Invoicing app costs nothing: it applies the 16%, 10%, 4%, zero-rated and exempt taxes and sends invoices to JoFotara. It keeps dinars to three decimals against ISTD's nine, so sub-fils differences can appear. For the return, add OCA's account_tax_balance on Odoo 19 and have your accountant check it.

How much does Odoo Enterprise cost in Jordan?

Odoo sets prices by country and changes them, so check its pricing page while browsing from Jordan; if it shows US dollars, multiply by about 0.709, the dinar's peg. Prices are per user per month: Standard runs on Odoo Online only, while Custom adds Odoo.sh and on-premise hosting, Studio, multi-company and the external API. Yearly billing costs less than monthly, and Odoo's fees exclude taxes. Implementation, Odoo.sh hosting and maintenance of custom code are extra. Our online pricing estimator gives a first budget figure.

Can we start on Odoo Community and upgrade to Enterprise later?

Yes, and your records stay. On your own server, back up the database, add the Enterprise source to the addons path (downloading it requires an on-premise subscription, which means the Custom plan), install web_enterprise and enter your subscription code. Because l10n_jo_edi is a Community module, your JoFotara settings and the records of invoices already submitted stay in the same database. Odoo's upgrade service does not cover switching editions, so switch on the same major version first and upgrade afterwards.
